For nearly 60 years, the only national forest lands in Nebraska were two areas in the Sandhills region that were originally proclaimed by President Theodore Roosevelt in 1902. The drought and economic depression of the 1930's caused many who had homesteaded tracts in the Great Plains to abandon their dreams and to sell their land to the federal government. The Soil Conservation Service, now the Natural Resources Conservation Service, was assigned the task of stabilizing the soil and rehabilitating the purchased lands. Of the 11 million acres purchased by the government, 3.8 million were established as 19 national grasslands in 1960. The remainder was distributed to several federal agenies includeing the Forest Service.
